On June 17th, the “New Landscape of Multi-tiered Healthcare Protection Forum & AXA Tianping Comprehensive IP – OP Product Launch were successfully held at Tsinghua Science Park. Esteemed guests from various sectors gathered for this grand event, converging industry wisdom and spearheading health insurance innovation, while jointly witnessing the glorious debut of Comprehensive IP-OP product 2025.
Gathering of Industry Leaders: Ushering in a New Chapter for Health Protection
Mr. Kevin CHOR, CEO of AXA Tianping Property & Casualty Insurance Co., Ltd., delivered the opening address. He stated, “The upgrade of 2025 comprehensive IP-OP marks a significant milestone in realizing our vision of evolving from a ‘payer’ to a ‘partner’ and represents a solid step forward in supporting the ‘Healthy China’ strategy”
Mr. Romain JACQUET, Health, Social Affairs and Labour Counsellor of the French Embassy in China, provided a special overview of the fundamental principles and evolution of the French health security system, engaging in exchanges with experts. He remarked, “China and France have always adhered to the spirit of mutual learning and joint progress, fostering extensive cooperation in the healthcare sector. I am full of confidence and anticipation for further collaboration in the future.”
Mr. Duan Zhengming, Former Deputy Director-General of the Fund Supervision Department of the National Healthcare Security Administration (NHSA) and Chairman of the Hospital Medical Insurance Committee of the Chinese Hospital Association, delivered a keynote speech titled “Synergistic Development of Basic Medical Insurance and Commercial Health Insurance.” He offered an in-depth analysis of pathways to breakthrough within China’s medical security system from both policy and practical perspectives, resonating deeply with the audience. Chairman Duan pointed out that the “14th Five-Year Plan for National Medical Security” proposes building a synergistic system between commercial insurance and basic medical insurance. AXA Tianping’s innovative practices provide an important reference for constructing a multi-tiered medical security system and promoting the coordinated development of medical insurance, healthcare services, and the pharmaceutical sector.

Experts engaged in in-depth discussions on “Breakthroughs and Synergy in Commercial Insurance,” offering valuable insights for building a multi-tiered health protection system through healthcare-commercial insurance integration.
Ms. Haoling TIAN, Member of the Traditional Chinese Medicine Committee, China Association of Health Insurance, and Member of the First Medical Insurance Pricing Committee, China Anti-Cancer Association, stated, “We have entered a new era of health insurance defined by ‘Basic Medical Insurance + Commercial Insurance.’ Insurers, hospitals, service providers, and distribution channels must collaborate and align precisely with national medical insurance policies. The vigorous development of commercial insurance also presents immense opportunities for the basic medical insurance system, signifying vast potential and a promising future.”
